Guam Instructions - REGISTER by MAIL

Voters from Guam must use the standard form of the FPCA, available at the Consulate General or through many American civic groups.

Who is Eligible to Vote?
You may register to vote if you meet the following:

Not confined to a mental institution,
nor judicially declared insane;
Not serving a sentence of imprisonment;
Citizen of the United States;
Legal resident of Guam; and Eighteen (18) years of age by election day.

When You Can Register?
You may register anytime during the year but not later than ten (10) days prior to an election.

How and Where to Register?
You may register to vote by completing an Affidavit of Registration at any of the following:

The Election Commission’s office; With a Deputized Volunteer Registrar; or At your Village Mayor’s Office ( 21 days prior to an election)

Renewing Your Registration
Once registered, you do not need to register again unless you:
Did not vote at the 2002 and 2004 General Election; or Are transferring your voting district.

Failure to renew your registration in the above instances will prevent you from voting.

Registering by Mail

If you are off-island or a homebound voter, you may request for an Absentee Ballot Application which constitutes as your Affidavit of Registration or if in the Armed Forces, you may use an SF-76 form.
